Is it just me or what?

So here's what I don't understand, and maybe this is just a beta issue (I hope). 

When I make a fleet and they assume formation it's really bad. Ships facing wrong directions and just plain out of formation. Yet when I tell a group of non-fleet ships to move they retain their formations perfectly facing the right direction and not moving an inch. So is there a way to fix this (something I am doing wrong?) or is this just a beta issue?
