How to create extractors on non colonizable spots?

So there is this place with the metal astroids and i want to mine them but the place they are at are not colonizable

Advent/TEC Colonizers have the ability to capture those.

For the Vasari, I think only the Scout Frigate had that ability, least in Trinity.
