Deliverance Engine?culture bug?

Last night I was playing a game versus 4 hard AI's. One of them was bothering me so I shot two rounds from my two deliverance engines to his homeworld, and while both did hit the planet,

I had done all the culture related upgrades, such as Eyes of the Converted, and yet the info card said 'last intel 16xxx sec ago'. I never saw my culture spread from his planet, not even for a few seconds.

Is this a bug related to the one that enemy culture won't disappear properly?

It's possible the capital was producing more than 6 culture per second so your signals never actually pushed the culture away.

Yeah, its possible that he never actually pushed the culture away, but where do you get 6 culture/sec?  To my understanding, each shot delivers '50' culture.  So 2 shots, means '100' culture, therefore the capital would've had to have more than 5 culture towers (5*20), or maybe an Advent starbase with 3 culture upgrades (3*35), to stop the gun from overwhelming culture there.

Do you have a saved game, or an autorecord, or maybe an autosave before this incidence?  That you can review to see how much culture he had at his homeworld?

Please send in any evidence of a bug that you have.  I've seen passing references to culture being bugged (not disappearing properly), but no hard evidence yet.

I suppose 5 culture centers at the same planet wouldn't be completely necessary...you could have 3 there, and then like 4 or 5 at nearby planets...

I find it unlikely the AI had an SB with 3 culture upgrades, though Rebellion has seemed to affect the AI's SB upgrade choices so maybe the AI does that now?

It's fully possible for an AI player to have enough broadcast centers around to completely nullify the deliverance engine. If they have no need to place another lab or trade port they freaking spam them on their planets. Seen desert planets with 8 or 9 of them, so if there were such "cultural hubs" on the planets next to the world you bombarded there is nothing the delivarence can do about it.

I see advent use meteors / disorientation as well as using lvl 3 culture nodes.

I'm just parroting what it says on the wiki "A single deliverance signal will cause a -3 culture rate for the planet until the planet revolts or your culture is pushed away, two blasts will cause a rate of -7 but that is the maximum possible loss"

Unfortunately I don't have the savegame anymore, though I've seen the enemy build nine broadcast centers on desert planets, just as a previous poster has said. That being said, I find that the deliverance engine is even more nerfed opposed to the Tec's and Vasari's superweapon equivalent, since it's effect can be nullified with enough culture of your own.
