The update today seems to have made the Global Unity tech give all other Loyalist (both TEC and Advent) your culture spread and as such they start to spread your culture around completely braking the game if you speed tech to it.
All you have to do is pick up the tech it seems and it starts to spread. Tested it several times.
Funny as it is this needs to be fixed.
Yes I am encountering something of this sort too. Playing as Advent with broadcast centres splattered around usually anticipating my culture to spread as normal but now the enemies, even TEC, culture is spreading into my planets with at a crazy rate and my broadcast centres doing nothing.
Two of my planets are now have the "hostile culture is threatening to overthrow this planet" warnings and I'm barely an hour into the game!
I can confirm this is happening in my current game. Worse than this, entering into a cease fire treaty made my enemies culture start to spread from my own planets and is currently overthrowing my empire from the inside. The culture spread did not stop when I broke the cease fire. This bug is game breaking, it needs to be fixed by the end of the week. Rebellion has just started to get some good publicity, if people find out that the game is unplayable it will put them off pre ordering. I will not be playing again until I see a patch download.
It's a beta guys, it's going to have bugs. Let's try to keep the hyperbole in check. 
(though this is a pretty funny bug)
