It doesn't work on randomly-generated SP maps. The planet is never created.

I usually play with only a single star (the AI can't seem to handle multiple stars very well...), so maybe that's the problem.

Did you... actually zoom out far enough to watch your whole empire? The occupation victory option adds a whole new star with just that one planet connected to it at one corner of the map, just outside of your inital stars range.
You are correct! I never zoomed that far out.
