Are the Halcyon capital ship abilities broken?

I played the Advent Rebels last night and noticed two bugs on the Halcyon. (1.) Telekinetic Push did not seem to do anything. (2.) The level 6 ability works for the first upgrade but seems to reduce the number of fighters in a squadron for the second upgrade.

I apologize in advance if this is old news.

Yes the Halcyon ablities are broken and the also the Kol's flak burst is also broken in this version.
