Please, more options for pirate base. Everyone know exactly what will be there ever time.

This would finally let modders really tinker with what could be there. Sometimes stronger, sometimes weaker, always keeping players guessing.
Please also... More AI use of "PlanetOwnerIsMilitia" with custom maps. I've rarely seen custom made maps where worlds are colonized by militia.
