Or just play with the pirates off. Personally I vamp them up as they are too easy for me.

They don't need to be nerfed they need to be harder, maybe start captureing planets. If a race gets defeated whatever is left should turn into a rebel group or pirate.
Even if this doesn't get put into vanilla i'm going to mod it, into the game.

Pirates should be dangerous a force to be reckoned with otherwise they are just pointless, the button to turn pirates off or on should actually mean something.....
Thats how i should be. They should not be just free xp. I think they should also get a pirate Capital ship if you feed them enough money, that would be awesome.

Repair Bays are really effective if Pirates are coming at you and will allow a much smaller fleet to defeat a pirate force easily. In that situation they're great XP.
If you're Advent it's pretty easy to whip up static defenses that can stop all but the largest pirate fleets cold. Research the tech that gives hangar bays shields and combined with two repair bays even a single hangar and a couple turrets can take out early pirate waves no problem (shields give them both shield regen and mitigation, which drastically reduce incoming damage and let the repair bay keep up nearly indefinitely).
If you really don't want to deal with them, either spend the credits to send them after someone else or turn them off in the options when setting up your map.
I want pirates to get a buff, I want them to be challenging, because after the first 15 minutes of play, they just end up becoming a pest more than anything. Even at max threat early in the game, their fairly easy to deal with.
I find the pirates are too easy . Ive noticed on some random maps your homeworld can only have 1 way in and out and that 1 way can be a pirate system - that can cause the AI to get stuck and not leave their homeword - thats the ONLY reason i can see for making pirates weaker.
If your having trouble with pirates then try playing with them off - or perhaps try and bounty the AI before they bounty you
or else turn the pirates off.... - id like the pirates to have phase jump inhibiters and i like the idea of them having starbaees with enforced loyalty to prevent TEC from bombing them-
Late game pirates need to be a threat - they should get a titan somehow or ateleast start getting a level 4 cap ships when 10k is spent on bounty
I wish they had a button that would let you determine if you played with pirates or not. Oh wait.......
I actually modded the game so they got 2 Ragnorav Titans and 1 Ankylon Titan and 5 KOL's without shields. I also gave them 100 Heavy's. It was funny to watch them attack my planet. I lost it completely.

Personally, I think the pirates need a KOL without shields, but with ridiculous hull and armor.
