Solution to Vasari Rebel Starbase

I am not sure if anyone has mentioned this already.  I was thinking we should allow VR Starbase phase jump and keep research at lvl 5. However, VR starbase can only jump into your own (plus allied) planet/gravity well. You can still SB rush by building a SB in the enemy gravity well, but you can't build a SB in your own gravity well and then jump to the enemy planet.

Or it can jump into enemy planet but it is disabled when the destination is not your own or allied planet. SB rush is still viable by building one in the enemy gravity well directly.

So the ability will remain valuable defensively without being overpowered.

In term of current multiplayer gameplay, player can just play without VR. I played '5s no VR' games today. I think it is fairly balanced.

Honestly my favorite idea I've seen on the forums is leaving it at T5, but have it be a 2-rank module that has to be added to starbases rather then all orkies start with it(which the first rank allowing the jump but applying some sort of debuff to the orky on arrival).  

 

A 6 combat-upgrade orky attack is a lot more managable then an 8 combat-upgrade orky attack.

So you are saying making phase jump like Phase Stabilizer Arrays or Enforced Loyalty. I haven't seen players rush fully upgraded starbase in the first place. Therefore the purposed change just makes the your SB do the exact same thing except now it's 1800 or 3600 bucks more expansive. I don't think it solve the balance issue fundamentally this way, IMHO. Also you are probably not only dealing with your opponent's starbase, more likely his fleet will cruise with the starbase. So even a 6 combat upgraded starbase is a pain in butt.

OK,

Take away colony pods for the rebel starbase seeing as it does not fit that they are moving civs to their starbases anyway in lore terms.

Secondly, add the phase jumping as a very expensive module of 2 levels.

1st level, you can only jump to your own systems, 2nd level you can jump to enemy systems.

thirdly, profit.
