Titans rebuild at lvl 4?

If a titan that is higher level get destroyed, when you rebuild it, is it lvl 4?  Was playing a TEC faction the other day, and I kept destroying their titan, and 10 minutes later its back and its lvl 4 again.  Takes me forever to get a titan from lvl 1 to lvl 4.  Is this just something for the harder AI settings?  That faction was set on hard mode.

titans always maintain their levels on rebuild. It is not a bug. It is designed that way.

Does that mean you can scuttle a lvl 10 titan to respec it?

Personally, I think titans should be rebuilt at ((the level it was it when destroyed) -1).  Just to provide a slightly greater incentive to keep it alive and retreat a little sooner.

I'm sorry, but I have to disagree.  Normally I would agree if it wasn't for one of the titans high level abilities that requires it's own sacrifice/destruction.  Since that's the case with that advent rebel titan, it would be unfair for it to have to lose a level everytime things get harry but still manageable, use that ability and then find out that you have to level up all over again.  You would likely never see a level 10 of that titan.  And you sure as hell wouldn't ever want to use the ability, making it unusable in anything but the most dire circumstances where other titans all get level 6 abilities they can all use on a "regular" basis.  I don't see a problem with them keeping their level at all.  I have yet to have a repeat level 10 titan I can't repeatedly take down.  It's always been manageable (but challenging) in every instance, but I like a good challenge.  And I play this game on the unfair setting.  If anything it keeps you on your toes as the tides of war could always change.  Which is always good, because steamrolling, while fun at first, gets boring fast.
