Shield Mitigation

      If this has been discussed I have not seen a post on it, but why does the AI have such high Shield Mitigation?  It takes me focus firing on a lvl 4 cap ship, with my entire fleet, including my TEC Rebel Titan quite an inordinate amount of time to take it down because it has 65% or more SM, this also applies to frigates and cruisers.  Is this working as intended or did a decimal make its way into the wrong spot?  I mean my ships of the same make, class etc.  are usually around only 15% +/-.

The AI gets no bonuses. Shield mitigation increases as the ship takes damage, its intended to somewhat discourage focus fire (it really doesn't do a good job, so keep focus firing on important ships). Once it stops taking damage it will drop back down to 15%

Everything has shield mitigation of at least 15% at all times, but there are techs and abilities that can increase or decrease this amount (advent especially have a lot of them). Frigates will cap out at 57%-60% mitigation. Capitalships and titans have a bit higher max mitigation and it increases as they gain levels, so 65% mitigation is perfectly reasonable.

65% mitigation is the base max mitigation for capitals and titans (and possibly starbases, but I'm not sure on that one).  Each level increase will increase it's maximum mitigation by 1.1%, so a level ten capital will have 76% mitigation when maxed.  On top of that, the Advent Loyalists have a ton of researchables that increases their maximum mitigation while in culture.  Under ideal conditions, an Advent Loyalist capital can have as much as 88% mitigation, so they're only taking 12% of incoming damage, a huge reduction in damage.

Star Bases are the same as frigates in shield mitigation.
