Is the new Sins Rebellion going to be released in a hard copy version (CD,DVD etc) I would like to know
I think something has been mentioned about hard copies in some over seas countries (e.g. Australia) because of Steam restrictions there. I could be incorrect on this.
If you're in an area where Steam works, I think you're pretty much stuck with that. The CE is reported to be a very limited run, and will almost certainly be bought up by people who pre-ordered the game (they reportedly get first dibs).
To be honest though, a hard copy would be worthless as you really are going to want the updates to this game which would require steam no matter what...
