Perhaps your internet connection may be affecting this. I've had this happen to me several times on games I play through Steam and my dodgy internet connection is usually to blame.
The other possibility could be your computer's security programs preventing the program from starting. Try enabling Rebellion and/or Steam through your security program and it should work.
