Can't figure out how to use stripped to the core!

It sounds dumb I know but can anyone tell me how I use the ability? What do I need? I've researched it but no ship I has an option of using the ability.

Do I need to destroy all the buildings around my planet or something? I don't know!

click your planet

look at the middle of the bottom of the screen

youll see a small rectangle with black and yellow stripes

this is the button to Scuttle ships/structures, abandon planets, and strip planets to the core
