Vasari Rebel ability question

On the Vasari Rebel explanation screen, it says that they can 'share phase lanes with allies'. Does this mean that if I make a phase tunneler between two planets that don't have a phase lane connecting them, that my allies can use that? If so, we tried it and it didn't work. If not, what does it mean exactly?

It allows your allies to use your phase network to jump their ships, so it sounds like this is a bug.  Is this a persistent replicable bug?

EDIT: This is of course assuming that you actually researched Shared Jump Telemetry or whatever its name is.

Well I have tried in multiple different games to have buddies who were playing with me use my artificial phase lanes created via Phase Tunnelers, they have never been able to use them. It always just reroutes them to the normal route they would take, ignoring the phase tunnelers.

Well, there is a Vasari Rebel tech that needs to be researched first in order to allow your allies to use your phase gates - it is called Shared Network, and it is a tier five Manipulation tech. Did you research it?

I believe u need to use envoys and establish a particular pact to be able to share phase tunnelers

There is a pact that allows you to do this too, but only for one player. I thought the tech worked for all allies and didn't need require the pact as well.
