Are the pirates actually researching the tech given to them?

I believe I do notice them getting strong with raids, yes.

Pirates do indeed get stronger the more money they collect, having 50 or so ships warp in each with 80 dps hurts, ALOT, my starbase died that day, but the red button destroyed them
