Is it possible to limit how many ships of 1 type can be built for example that you could build 6 capital ships but only 1 of each type (1 battle ship 1 dreadnought and so on) so there would be all types of ships used.

I believe it is hardcoded It's like taking the Titan's cap of 1 away... 
It is possible. Zombie Rus created the "Highlander" ability that let's you do this. It is used in the Maelstrom mod for example.
You'd have to ask Zombie for details.
Yeah kind of a bummer when you build one of everything against the AI and then you come to realization that two Marza's work better then your previous fleet of 5-7. lol.
