Advent Loyalist allegiance change buff broken?

Playing advent, I have research the tech that is supposed to increase allegiance change rate 25>50%, but I have not seen it work. Enemy worlds still will not exceed the normal 0.07 change rate when overwhelmed with my culture. Is this working as intended?

Its working as intended. The change rate is not modified every but the amount of culture you produce is increased.

To be clear, the one I'm talking about is "Acclimatization of Will"

"Enemy Allegiance Rate Change >25%  >50%"

"Prophets of the Unity go on pilgrimages  to the planets under their culture's influence to spread their message, increasing the change in allegiance."

 

How exactly does that translate to just more generic culture production? If that's how it's suppose to work then why doesn't its description just say something about more culture? It seems to very clearly be meant to increase allegiance change rates to allow the advent to enact culture victories on enemy planets faster, which is a very nice utility for the loyalists, but as I said it isn't doing this, or anything else that I can see.

 

I went back and tested it and I didn't see a change in the culture production rate of my own worlds after researching it either.

 

What exactly is this tech doing?

It is pumping out more culture in a given amount of time.  Standard culture techs simply increase culture spread rate.  I believe the intent of this tech is to reduce the time it takes to reach the .07%/s from 0 by increasing the performance of each individual center.

I thought it was an increase to the allegiance loss rate...

This was my understanding as well...whether it actually allows you to exceed the gameplay constant or just adds 50% to what rate you'd otherwise have (with the gameplay constant still being a maximum rate) i don't know...

regardless of how it function, the fundamental problem is that it's prohibitively difficult to cause allegiance loss in the first place.

Aye, mine as well.   Really disappointed if it is not intended to change the cap.  More and more starting to feel like the advent loyals may have been some sort of sick joke planned by some evil mastermind within of the development team....and again I feel impotent with my lack of a tinfoil hat emoticon.
