Why do I have three Mod folders for Rebellion? v.60 v.61 v6.2?

Is this correct?

Isn't Rebellion up to 1.031?

And why three mod folders?

Someone missed the memo that the mod folders, Galaxy Forge folders and the rest have been moved.

The new location for everything that used to be in the Sins AppData folder is now "My Documents" "My Games" "Ironclad Games" "Sins of a Solar Empire Rebellion".
