Look for ZombieRus5's projects. I think he might have something like that.
I have a pirate like faction called Rogue Traders in Diplomacy currently. It's not been ported to Rebellion as of yet.
The Rogue Traders have access to build all Pirate ships as well as their own mercenary ships.
And to clarify... Playing simply as the pirates from the pirate base is not possible.

why? they get a unlimited amount of ships but no shields. (they simply warp in every raid) and give then the ability to capture ships for colonizing it would be a new way to play and i could see it easily beinging a dlc or mod
You can modify something to that effect yes.
im just saying you have everything u need to do it, also u wouldnt need to control the base just re-edit a planet with the model and have the ships warp in (in rebellion the tec rebels can call them in with the broadcasting tower , costs 5000-6000 credits) just have them do it for free and change the time from 600 seconds to every pirate raid along with the larger the bounty the more ships show up with of course being allied with the pirates already their and militia. only thing that would need to be added who be the capture ship buff so pirate could colonize.
The only thing is that you'd need to do custom maps to actually start at a pirate base planet. The normal maps will always have you start at terrans or deserts, but its easy to make those with Galaxy Forge.
There have been other mods that let you play with versions of the pirates in the past. None have been kept up to date with Rebellion. Zombie's Rouge faction has basically what you want I think, and more if you have Diplomacy.
Otherwise, sounds like a good place to start modding yourself.
sadly i dont have trinity only rebellion but thanks anyway ill just stick to tec rebels then. :/
btw i have no experience modding but is there a way to get unlimited ship count so i can at least get a huge fleet and feel like the pirates

look nice btw (the mod) my only problem is they dont mach the pirate ships, culture wise (green and spiky) however until i find or create (in a loonnnngggg time a mod) if you port it to rebellion let me know. btw it would be easier in rebellion, as the tec rebels have a broadcasting perk that can call in pirates. (you could just edit it to cost nothing but have the numbers of pirates that warp to ur home planet limited to the bounty, (instead of costing 600 secs and 5000-6000 credits) like the ai pirates. another idea is you could use the perk they have to call in resistance groups (forget the name of it, not insurgency) but have it call in pirate ships instead of tec craft.as for the pirate base the one u have in the mod is very suiting.
sorry if i was tl:tr im just saying there are ways the pirate mod could happen.

You can spawn any ships you like and ignore fleet limits with the developer.exe.
They use the Pirate ships too, I just didn't put pictures of those on that page. And their aren't enough pirate ships to make an entire faction let alone no planet modules.
No, what I was saying is it's impossible to play literally as the Pirates using the bounty and rewards etc as a human player. You can do new factions like I did to your hearts content and with custom maps like goa suggested you can make it feel like your playing from the pirate base. But it's still just a custom faction like everyone else has created.

I haven't seen any other mods that have a pirate like faction. Maybe someone else will create one though.
I'll likely announce something when a good rebellion version is released. I also have a Pirate King artifact that allows any race to call in pirate reinforcements if they own a pirate base on the map.
