Divorce Dev.Exe from Steam

Just that.  Annoying as hell to have to run steam to get dev.exe to run.

Sins in general...I hate having to rely on the stupid program to be active and online just so I can play my game.

You dont have to be online.
Apparently you do, otherwise Steam complains to me about unable to start in offline mode because it can't connect to a server or something...its irritating.
