starbase mobilization

can I use them to disable other ppl's starbases?

I haven't played with starbase mobilization yet so I was wondering if you can use it to disable opponent's starbases?

From what I understand i can build a starbase in my gravity well and then send it wherever i want along the phase lines, right? So i can send it to an opponent's planet? If they have a starbase, which one gets disabled, mine or there's?

Neither gets disabled. The Disable only happens If YOU own two starbases in a given well. Other player's starbases do not cause the "two starbases in a well" clause to come into play- It's just a restriction to keep the Vasari Rebel player from having multiple starbases active in a single well- After all, having 2 starbases active in a given well is the TEC loyalist's most gamechanging tech- wouldn't be remotely balanced if Vas Rebels got that capability in addition to the ability to move starbases.

Then again I suppose using words like "balanced" in relation tot he Vas Rebels is a bit silly being that even the current form of starbase mobilization is utterly gamebreaking and is the reason Vas rebels are unilaterally banned in online play.
