Enemy AI not doing anything

Hello, I've made a custom map in Galaxy Forge.

 

Here's some specifications:

TEC Loyalists: Owns the one left side planet.

Psi Loyalists: Owns the one right side planet.

Psi Rebels: Owns the center 4 planets. (ME)

Phase Rebels: Owns the one center planet.

Phase Loyalists: Owns the one bottom planet.

 

Map looks like this:

Each player starts with 2 Titans and one Colony Ship.

The idea is that all of the outside players make there way to the center four planets (which is me).

Now, I was playing for two hours and NONE of them attacked me once.

 

They are all set to 'hard' difficulty, set to offensive and given 200,000 gold, ore and gems.

They just sat there, with 2 titans and a colony ship. They also build a star base but didn't upgrade it.

They didn't even take the one neutral planet next to them.

I HAVE modded the game BUT all I did was change the fleet cap from 1.000 to 0.566 to make battles more tense.

My PC is a High end one, I run the game with no graphical problems or CPU issues. All latest drivers etc.

 

 

Anybody have any ideas?

What planets did they have? Dead asteroid starts often screws with the AI.

All planets are Home world style Terran planets.

I just tried using the same map without the 2 titans for 2 AI's to see if it helped and it did.

For some reason, if you give the AI ships that go over their base Squad cap, then they just sit there and build everything but ships. It seems they don't even intend to raise their squad cap.

After the issue was fixed I've set all AI's to 'Hard Aggressive AI'.

 

But they're still doing bugger all!

I can see them massing up, but there not even attacking me.

Is something wrong with the AI? Or am I supposed to attack 'Aggressive Attackers'?

 

On that note, what is the most difficult AI to face? For example 'Unfair Defenders'?

I've always avoided Unfair' because i'm quite new, but 'Hard' was a joke. I was dominating the galaxy with one Titan.

The gap between Hard and Unfair is really wide. I can easily defeat Hard AIs teamed together, but even a single Unfair AI can be too much to handle for me.

The Rebellion AI can be really bipolar. One day it plays amazingly well, other it doesn't. Still I'm not surprised that on a map like that is doesn't do well. It has no where to expand to and the linear design of your map greatly benefits human players since everything is a choke point.
