Steam converting files?

Steam needs to convert the game content for "Sins of a Solar Empire: Rebellion" to a new, more efficient format. this will require an Internet connnection and a few minutes time...

Conversion Complete. Missing content being downloaded...

WTF? Is this just the most convoluted way to say "Updating"?

Steam is moving to new format, which will allow them to implement new features. Also it will significantly reduce size of downloads needed to patch games.
