3 questions

 So i have 3 questions:

1. How does the Antimatter related Titan upgrade works? It says it affects ability cooldown, what does that mean? For example, if put some points into it, does that mean that Deploy Phase Stabiliser on level 4 will take less than 600 seconds it is supposed to take to recharge? Or any other titan ability with cooldown...

2. If i play as VL allied with my buddy, who is VR, is there any way for us to "link" our phase stabilisers? I mean, can i jump from my planet with my own phasegate to his planet equipped with his phasegate? I know i can use his phasegate network, regardless of my faction, if he gets the Shared Phase Network tech. So thats not it, but there is still Phase Pact...how does that one works? 

3. Solitary Path - it says it gives fleet supply bonus upon allying with another VL faction. Does it give the bonus if i research it, but dont ally with anyone? Or do i have to ally another VL for it to start working? Finally, if i play in a locked team with my buddies, who are not VLs, i reckon there is no reason for me to research this tech at all, right?

To answer number 3 I'm pretty sure that tech only works if you are allied with another VL faction.  It won't work if you are alone (not allied with anyone).

1)  Basically, yes, you will be able to use your abilities faster....I'm fairly certain it uses Sins Math (so a 25% bonus is actually a 20% bonus; a 50% bonus is actually a 33% bonus)...

2)  I do believe Phase Pact will give you the desired effect...but only one faction would need to be Vasari...

3)  Solitary path could see a lot of action if a whole 5s team picked VL...but, many people just don't like playing Vasari even if they are most powerful race...

Think of it like attack speed for abilities.  It doesn't directly reduce the ability cooldown but rather +40% cooldown rate means every 1 second that passes takes 1.4 seconds off the remaining cooldown.  The difference is only really apparent in cases where temporary buffs grant ability cooldown rate- which is too say adding ability cooldown rate at any time helps, the cooldown rate doesn't have to be present at the time of casting the ability.

For your example a 600 cooldown ability with +25% cooldown rate would actually take 600/1.25=600*.8=480 seconds assuming you had the 25% cooldown rate for the entire 480 seconds(which you of course would in this case since the titan upgrades are passive).

 The VR has a tech that lets allies use your phase stanilizers, but that's as close you one can come I think.

You need to ally them I believe.  it's a niche tech which rarely gets used.

Does this mean, that if i get 75 fleet supply points for allying one VL faction, i do get 4x75 for allying four of them?

I have never actually toyed with Solitary path but I do believe it is per VL ally....

Solitary path is a yes/no bonus. If you have non-VL allies, you don't get the bonus. If you don't have non-VL allies, you get the bonus. It does not multiply per ally and it is triggered when you have no allies at all
