It also depends on map size, base fleet size, and economy. If you can get sufficent fighter coverage the can really come into their own. The Kodiak and the Enforcer also have some useful abilities.

i like to use heavy cruisers in every game. I like to have as few ships as possible and the cruisers have awesome firepower.

Heavy cruisers are reserved for elite crews and commanders who want to join the final battle or be sent deep into space for other corvert missions. They take longer to contruct in all production facilities and use up a lot more resources because they are heavily armored.

As you can imagine this makes them expensive but their fire-power makes up for this being able to deal 150% to all armor types except strike craft.

 

Heavy cruisers are obviously nice and make great defenders while hiding behind repair platforms.
