[Bug][.87] Temple of Essence buff not applying correctly

According to the description on the Temple of Essence, one of its effects is -10% Unrest per Essence.

So why is my 4 Essence city giving only -15 Unrest from ToE?

the tooltip is probably wrong. the whole cleric/shrine/temple line used to be unrest reduction per essence, and was reduced to a flat 5/10/15.

Then... the tooltip may need fixing = P Still a bug.

I have seen the same thing...does not work as advertised by the UI.

Although it gives mana as advertised, which is the real reason to build it. Sweet, sweet mana.
