Several issues I've seen since Stellar Phenomena DLC

I've played 2 random games since the new DLC, the first one as TEC rebels, the second on as Vasari Loyalists.

On Random Vast Single and Random Huge Single.

 The first issues would be that Open Rebellions are instantly popping planets as soon as the the rebels for the event spawn in the system.

This includes fully upgraded planets on full health and any number of allegiance, is an open rebellion supposed to instantly destroy a planet everytime it spawns?

I had about 90~ of the 147 planets under control and majority of culture, there was nothing anywhere close to the planet, no enemies, only allied culture.

It kept happening too for like an hour or 2, it got so annoying that I decided to keep a protev colonization frigate next to the planet just to instantly recapture it and upgrade it again, the forces wouldn't attack me anyway since I had already researched the research that allies you with them.

The point is, should it keep instantly destroying a full health planet over and over?

 (I already deleted the save game of this as I already completed the match)

 Also I think the partisans event doesn't happen enough, in the few dozen times I turned a planet over with culture I only saw the game spawn 1 partisans effect.

Also an issue with culture rates, I always use my oceanic planets as culture spam points, spec them fully social and only media towers, 162 culture rate on the planet.

However after a culture event, implosion for anyone, I can't get it over 38-44, I had 4 oceanic planets, only the first one had 162 culture, the other 3 were all stuck between 38-44 culture with the same upgrades and buildings, I waited and monitored them specifically, maybe they were shot at by the advent superweapon but it didn't change, is there a global limit to culture rate? If not than something's wrong here.

 I still have a save game of this, it's still the same issue now, it's just me and the 2 other vasari loyalist factions which I have peace with, they are fighting each other but I had to save and quit before I could pick a side.

 

PS. Sorry if my post is noob, I've never been to the stardock/sins forums yet so I'm unfamiliar with what is socially accepted here and what isn't, maybe it's common to spam screenshots, I dunno, let me know if you guys think/need anything.

Open Rebellion: Never liked any spawned attacks from out of no where.

Losing the planet instantly is a double NO NO to the devs.

Wouldn't they be doing that with the 1-3 capital ships they bring in?

Nuke the place from orbit?

It would be a lot more realistic if the fleet that jumps in does that, compared to your fully upgraded and loyal world instantly going poof.

 

The reason why I think it's a bug is because of how it's explained:

"nd conquered factions sense your weakness and seek to reclaim their worlds. "

Ah yes, because my Terran planet on 6000hp, maxxed (35%) allegiance, fully upgraded, solar system completely build out with a starbase that has Auxiliary Government and me owning 70% of the galaxy is considered me being weak right?

First of all, the culture rate that gets shown on the HUD card is dependent on the number of phase lanes the planet has. Basically the game takes the culture rate you would be generating and divides it by the number of phase lanes you have, and sends a culture push that strong on each phase lane. So if you had two planets generating 100 culture, one with 2 lanes and another with 4, the first would display 50 culture on the infocard while the second would display 25, despite the fact they're producing the same net amount of culture.

Ah yes, because my Terran planet on 6000hp, maxxed (35%) allegiance, fully upgraded, solar system completely build out with a starbase that has Auxiliary Government and me owning 70% of the galaxy is considered me being weak right?

To be fair, even the strongest of empires like Rome regularly had rebellion in its outer most provinces. But yes, the event seems to be triggering too much, in fact planets with more than 30% allegiance should be immune.

But open rebellion happens without enemy culture being present, right?

I agree with wbino49, auxiliary government should provide some kind of protection.

Ah okay, that's exactly the case, the 162 culture planet only had 1lane, the others had 3-5, thanks for clearing that up.

 

And yes, Open Rebellion happens without enemy culture, you could've already moved your borders passed that planet (last known capital  of defeated faction) and it will still keep spawning open rebellions there no matter what.

 

I agree there should be a way to decrease or eliminate rate of planet destruction by open rebellions.

I like this idea that if you keep a capital ship or titan in that gravity well, chance of rebellion would be lower. Along with the auxiiry government.

The goverment switches sides, too.

 

On a more serious note, due to the really slow speed of culture loosing a planet and the ease of defense against it, it would make the recently buffed Deliverance Engine quite worthless again if Aux Gov would protect against that too. 

 

Now the DE is quite useful, as you can force your enemy to scuttle trade ports for more culture centers, or risk loosing planets.

It got buffed?

I must've missed that, what exactly did they change?

I might start using it again ^^

 

On-topic:

Well I'd understand if an open rebellion started if the enemy was closeby, if you were low on allegiance, if your planet wasn't developed... but if all of that is actually not the case, it just seems weird that the whole planet gets lost and the fleet spawns, maybe it should only spawn the fleet when the planet is considered "stable/fortified"?

Reading Yarlen's description of the random events, it seems open rebellions are only supposed to occur when enemy culture is affecting the planet, but that doesn't seem to be the case...

Yes, every single hit reduces allegiance by 10 % instantly, followed by up to additional 10 % loss due to strong culture. Sustained Deliverance engine bombardement can put you into serious trouble and the long tem economic damage is much higher than the Novaltih one, because you force your enemy to scuttle tradeports for culture centers.
