Stardock will be closed for Easter weekend starting on Friday, April 3rd and we will be returning on Tuesday, April 7th. We will be monitoring support tickets and forums during this time, but expect delays in responses during this time.
It used to be either in entrenchment or diplomacy 1.2x (basically trinity now). Other artifacts effect already existing buildings/ships/effects. Is it possible to make this work again editing a file?
The artifact is working, the bug is that the game does not update the culture rates on your planets unless a culture center is built or destroyed. It is a display bug, not a gameplay bug.
