what research increases planet slots

I have seen forum entries that indicate there is something in TEC Research that can increase a planets slots but the name of this research is never mentioned. I can't find it. If it really exists can someone please tell me what the name of the research item is?

Development Mandate IIRC...it's a tier 6 tech at the bottom of the civil tech tree...
