AI giving away farm on peace (beta .80)

just decided to try out a .80 game and the Yor were my neighbors.  they declared war on me about 2 turns after we meet, even though they were about 60 hex distance and not close - and it was early game so their ships moved 2 hexes.  I built a few defensive ships and just continued doing eco etc.  the Yor never showed up and the war was certainly a fake one.  I really have no idea why he declared in the fist place. 

So, I ask for peace after about 40 turns and Yor sure was happy to give me all their techs (about 10 of them), all their gold and about 1/3 of their fleet to have peace with me.  Geez, thanks Yor, please declare war again soon.  Anyway,  I think others have mentioned the AI's crazy war declarations but I wanted to mention their crazy peace offer too - it's bound to be some sort of bug as I was not a threat at all and nowhere near his territory.

Balancing issues. They are still trying to give proper weight to many of the techs as well as ships and resources. I would imagine that when they declared war early on they were more powerful or at least close in power to yourself. 40 turns later you were likely more powerful and they were probably more willing to pay you off then fight you. Why they declared war can have more to do with diplomacy then just close borders. Ideology, disposition, your relations in comparison to others they like/hate, perceived strength vs their own, and so on. This is going to get more in depth as they add to it as well, which I'm of course looking forward to.

A similar issue occurred to me when I attempted to trade a non aggression pact to my friends, the Altarians.   They literally were willing to give away the farm to get it....lots of techs that they would have required a stiff bargain to get otherwise, all their cash, etc.    My power rating was about 50% higher at the time but really.

I agree, a balancing issue.
