I see this sometimes in the diplomatic option when looking on the status of relations of the different civilizations.

What is probably meant is: "They are in a war frenzy".

Unless that message is meant as a tribute to: "All your bases are belong to us"...

I think it refers to the bloodlust even but not sure.
