Windows 8.1 table interface

I have GalCiv3 loaded on my Surface Pro tablet running Windows 8.1. GalCiv doesn't seem to respond to any touch input. Is there any way to enable that? I'm going traveling shortly and really wanted to have GalCiv along to while away the deadly hours on planes.
