I have two items in Object Desktop: Fences and Deskscapes. It's $35 for me to upgrade. I've seen that they can be had for $20. Do I have to own a third program or something? I was going to buy WindowBlinds during the sale, but I want IconPackager and Theme Manager and everything that comes with OD too. If I buy WB for $5, will that save me $15 to upgrade? (netting $10 of course; I know math )

Weboh, if I'm not mistaken, the ObjectDesktop upgrade price doesn't change according to how many of the standalone programs you already have.  You get the upgrade for a price that is reduced from the full price paid if you have nothing to upgrade from.

In other words, there is a full subscription price, and then, there's an upgrade price.

 

The upgrade price is the same, regardless of how many parts of ObjectDesktop you already have.

I think that $5 for Windowsblinds is one deal only,it doesn't include the Object Desktop $19.99 as a special upgrade promotion.

Your cheapest option would be upgrade to Object Desktop for $19.99 every components it included (https://www.stardock.com/products/odnt/) which prolongs your current two appes (Fences and Deskscapes) upgrade time.
