I was just curious, as I couldn't decide for certain. Are the characters we are speaking to when conducting diplomacy or choosing techs merely prerecorded CGI, or are they 3D rendered on my machine, as is the case in CIV 4, 5, and 6?
Afaik:
This stuff is in .bik videos (Bink 2 format). That is not real-time rendered, but pre-rendered into a vid format, then converted to .bik as this allows optimized compression (from what I know).
edit: just had quick look into the files - file names end in .bk2 (not .bik - IIRC that was previously in GC 2)
Civ does not render the Diplomacy dialogues and other leaders. Those are all pre-rendered cutscenes.
Civ5 and Civ6 use leader models and animations with a static backround.
