so, once you assign a citizen to a planet, you cant return it to the global pool?
Short answer: correct.
Longer answer: you can sometimes recall one by "promoting" the citizen and then using the "recall" option, but it costs resources.
If you want bonuses you can relocate, invest in Leaders instead.
