After doing some tests it seems that the Counter-Deployment research of the TEC loyalists doesn't do anything. In the games I've tried, it doesn't speed up frigate production when a enemy ship is in an owned gravity well. It's not just that the infocard gives the same timings, I've timed some ships and they effectively take the same time to produce.
