What kind of FREE programs change files into icon format besides Axialis Iconworkshop???

I like XnView at http://www.xnview.com It is basically an editor/viewer app.

However, I DO NOT KNOW if it will retain alpha channels from PNGs (or whatever you're converting from).

Back in the Skinz.org days there was a post about a free file extention add-on that would allow PSP to read .ico files anyone remember that? I would love to have it, again
