XP Shell32 - Icon 35 & IconPackager

Hello folks ... I have been having this problem for a while, and I would like to know if anyone has found a way around it.
I cannot figure out how IconPackager can be used to replace the desktop link icon (icon number: 35) in Windows XP's "shell32.dll" file. I know that IP has the option to add the .desklnk file, but that is not the same because if I try saving something from the web, and the save dialog comes up, I get the stinky XP desktop icon.
Right now, I am using ResourceHacker to hack the shell32 file and replace the icon, but it would be good if I didn't have to. I start sweating buckets after hacking the file, and while waiting for XP to boot up.
Any help would be much appreciated. Thank you! ^-^
