No increase in culture rate after upgrading broadcast center

Hello,

I just wanted to report a bug.

I built a broadcast center at my home planet generating culture with a culture rate of 10.0/sec. Then I researched both ‘Addictive Consumerism‘ (level 2/2) and ‘Cultural Monopolization‘ (level 2/2). The culture rate should increase by 20% now, but it‘s still at 10.0/sec.

Once I destroy and rebuild the broadcast center the culture rate changes to 12.0/sec.

Does anyone have the same problem?
