Where has GalCiv Manager gone?

I found a reference (over at 'Poly) to a utility developed by 'Steven', that would evidently read your current game state and dynamically build a research chart based on your current goals (e.g., a specific tech, wonder, achievement, et cetera). That announcment was from April 30th of last year. However, the link does not appear to work any longer.

Can anyone tell me what became of that utility? If it is available elsewhere? And whether or not any of that functionality is scheduled to appear in GalCiv in the not too distant future?
