So you DID have the galactic resolution then? Why did you say that you didn't? OK, No118 really needs to learn how to read. The problem was 21 speed ships only moving speed 7, the resolution I mentioned set the BASE (ie: MINIMUM) speed at 5...meaning they weren't allowed to be slower than speed 5. Thank you.

The Yor surrendered their worlds to me (everyone else was at war with them), but there is one planet I can't view, edit, select, etc. The race icon for the planet has changed to my civilization, but it doesn't appear when going through my planet list. To confuse things even more, there's a couple of Altarian ships in orbit over the planet as well. Just a bit odd.

While they will help your planets from flipping, ISB's do not magnify existing influence. They are remote influence centers (ie: Voice of America during the cold war). I just finished an influence war....they got up to 7,000bc each and there were several I couldn't decom because the planets weren't flipping, or there were other ISB's I needed to counter. Place them near the target planet for best effect.

In 1.1 AIs take into account the distance to the target, so declaring a war to the race 10 sectors away has very low probability. It still happens though. The Thalans are the worst about declaring war even though it'll be a year, or two before your scouts are even in range.

This means the the ship only uses the one side of the sensor range and effectively explores only half its capability.
