No AI is going to do anywhere near as good a job of running a fleet as I am unless there are no tactics in the game whatsoever. So what I want is a responsive AI that does what I tell it, when I tell it, how I tell it. I think there is expanded scale... they have multiple worlds... The big draw back of traditional RTS games when you expand scale of course is that the whole economic and production systems stops making sense. I mean, why am I training people 1 miles from the front line and immediately before a battle? Some sort of requisition system makes more sense with production and economic facilities at a persistent base deep in your own territory. We'll see what happens

super ships are ok so long as they have a solid counter. Much of the strategy of these games is fleet composition. if super ships do everything well then it takes no skill to use them. Well, the problem with the states in Iraq is that they do sadly reinforce their tribalism to some extent. You have it broken up by religious sect and ethnic group. When what we really want is for those factors to become irrelevant in the grand scheme of things. Upon the end of that contract those ships if any remain... return to the pirate base before going weapons free against your forces.
the evil ones are hard sometimes because you feel bad but a well written evil character will have a perspective in which he's admirable or redeemable. Especially one that you play. They have their own internal morality which is different from most people but it still makes sense and they hold to it more closely then the "good guys" hold to their own.
