However, more complex rules of engagement would alway come in handy, even at the expense of braincells. I never really paid much attention to this though.

Being able to create missions for allies. AIs do it, and the components are simple... (choose a goal and a specific reward). Sure you'll say that this can be done through bounty, but that is impersonal, non-specific, and anonymous. Conditional Cease Fire/Surrender. Hmm... I hear what your saying. To me it seems like they've covered all the basics, but still need to add depth to the game. Either way I find it still quite addictive. And its true that the differences between factions can be subtle at times, but major differences do exist.
