The Federation is so slow they'd never get to an Imperial planet in time to 'Anihlate' it and since the major Star Wars planets have planetary shields they'd never get in. Give the Viscount better fighters and shields but give the the Executer better weapons and more fighters Also to balance it why not make it worth it's weight in resources for example if it costs five times more than a SD make it five times better.
The New Republic had the Viscount and the Strident to counter the Executer and other Star Dreadnaughts

Unless it's possible to make it like the Relic World shield in Sins Plus but I don't think it's controllable.
