I think militias are much more organic in their creation, and should "spawn" when an invasion occurs. They would draw from the existing population, reducing the workforce. If they invasion is repulsed, they disappear and repopulate the planet's workforce. Depending on Influences, militia units COULD potentially spawn the SUPPORT the invasion (depending on who the invader is).

I would like to see ground combat become more of a factor in production choices, resource allocation, improvement choices, and even the tech tree. Imagine being able to design legions of infantry, power armor, air assault, mechanized armor, etc with advanced weapons or make cheaper units to guard less strategic planets. My recommendations (I haven't had the chance to see the stream yet, but I've been reading everyone else's comments): 1) Generals AND Legions should be reusable, and gain experience.
