Yeah, that doesn't seem right. If I remember correctly, it's supposed to go to the highest player not allied to you.

I was just going to update my post and mention that I had a cease fire with Blue, which is probably why it didn't show.

That fact didn't click until I slept on it (yes, I dream about pirates and bounty).

Still, Blue isn't allied so is a valid target for bounty so I think it should still show there.

Well I had a cease fire, but in my opinion that shouldn't exclude them from the mini underground window. I made the connection the morning after I posted. I get the logic, but it's a little counter-intuitive since there are plenty of times when a player wouldn't necessarily care about putting bounty on a cease-fired opponent. An actual ally shouldn't show up since you can't put a bounty on him to begin with, but to keep things simple I'd say everything else should be fair game.
