It's pretty easy to see. Surely you have a zillion saved games with a level 6 Antorak and at least one enemy planet with a Phase Jump inhibitor built.
The reason why I too haven't really paid attention to it for 20 hours of using Antorak as my only cap (!) is because you generally do not attempt to jump with a phase jump inhibitor online. Usually you tell your LRMs or Bombers or, hell, even vulkoras to deal with it and the structure goes puff in seconds.
I for one like Antorak very much for how flexible it is and I am looking for ways to use it to maximum.
One such way is to have the Antorak sneak behind enemy frontline and Subvert enemy planets as he jumps from one to another. If he finds something really interesting, just place a stabilizer node and call in reinforcements.
I wanted to use the fact that the Antorak has the biggest AM pool of all Vasari caps (with all upgrades and on level 10, the Antorak will have 850-ish antimatter available, while kortul, skirantra and vulkoras have below or close to 600)
Anyway as I once did something like this and used the Distort Gravity to jump from a grav well with an inhibitor built, I noticed the ability didn't cause the Antorak to jump any faster. I am 100% sure the jump loadup took at least 5 times as long as it should.
ps. this happened in 1.05 . If you are unable to repeat that bug, it is quite possible it has been already fixed accidentally with something else.
