There are two main problems in sins entrechment and diplomacy.
1. The pirates are either too weak(Entrechment) or insanely strong (Diplomacy).
2. The ai does not know to counter starbase smartly according to some posts.
I have an idea that can answer both problems. A mod that
1. It stops the insane upgrade pirates used to have in diplomacy.
2. Pirate fleet should be mainly composed of three type of units only .
(i).Pirate pillagers. (ii). Units Sieging starbase (Orguv Torpedo cruisers). (iii). Pirate Reapers.
These units will have armor/hp/attack according to raid level. Of course Pirate raid won't be effective for a starbase guarding phase lanes, but it will be an effective distraction combined with the surprise attack from ai or another player
