Basically this IS WITH VSYNC OFF , whenever there is a message the frame rate dives out... I tested this in the solar system zoomed out..

Smooth as anything to start off with , gave 100 metal to another race came back to the solar system view and the message came up " THANKYOU FOR SUPPORT ". The frame rate dived to about 15-20fps , message clears off the screen frame rates back to 60+. I asked for a trade alliance , message pops up that it was accepted or declined again frame rates dive to 15-20fps message clears frame rates shoot back up again.

I was having this same problem. I have a laptop with a Radeon Mobility X600. I was running Catalyst 7.9 drivers (September i think) and updated to the latest Catalyst 8.1 drivers. Upon doing so, the problem has pretty much ceased to exist. I can tell there is still a very very slight stutter when the text is on the screen but it is only noticeable because I am now looking for it and it does not interrupt gameplay at all anymore, whereas before it was so slow it was hindering everything.

On another note, the stuttering that I was getting sometimes from switching to research view and doing other things in other menus has also disappeared.

So for us ATI peeps, looks like 8.1 is good stuff at the moment.

Thats good to hear, i also run an ati card. I saw this solution for nvidea, but nothing about ati. Going to try and update my drivers when i get home, i'll report then if it works for me to.

Came home and installed the latest ati drivers, and the problem seems to be gone now. Have only tested it for a short amount of time, but it seems to be ok now. Hope that helps.

Is there anybody with ATI cards who is still having this problem with the latest drivers?

Also, is there anybody having this problem with an Nvidia card that isn't an 8800?

Running an NVidia 8500GT (6.14.11.6375 drivers), and I'm not noticing this problem.

I have the latest ATI Drivers (Catalyst 8.1) and am still having the issue.

I've noticed that the problem is worse later on in the game when the CPU is busier.

Wonder if its a driver setting causing it then? , atleast its not an isolated issue... This is going to be hard to find the cause

Well, updating the drivers to the beta ones (171.16) just won't help.
I have a 8800GTS 320MB.

perhaps that's a problem with the Geforce 8 family?

I'm having the exact same problem. FPS drops from 60 to ~20 any time a message comes up. When I first started playing I thought this was just poor optimization, but later realized it was the text from the tutorial. I have a 8600GT, with the latest drivers. Please make this issue a high priority. Thank you.
